The Wolf of Transportation
An independent consulting and advisory firm for ambulance, NEMT and medical transportation organizations, built on operating experience rather than theory.
We help operators enter the medical transportation industry and build companies that last. From entity formation through licensing, permitting and payer enrollment, we manage the regulatory work that stops most new operators before their first unit is on the road.
Our experience is firsthand. We have built, licensed, operated and sold our own NEMT and private ground ambulance companies in Florida. We have been through the inspections, approval hearings and county boards our clients face, and we know where applications stall and how to keep them moving.

Frank Ramos
Principal — Former Florida EMT and Firefighter
Frank Ramos began his career in South Florida emergency medicine, serving 13 years in EMS, in a Miami hospital emergency department and as a volunteer firefighter. He then moved into ownership, founding non-emergency medical transportation companies, building them into operating businesses and selling them at the right point in their growth.
He later applied the same approach to private ground ambulance operations, among the most difficult businesses to establish in Florida’s restricted county markets, and completed successful exits there as well. That combination of field experience, ownership and regulatory work is the foundation of the blueprint he now provides to clients launching ground and air ambulance companies: what to file, in what order, and what regulators will expect at each stage.

Honest scope
Consulting is billed hourly or by project, quoted in advance. If the work is outside our practice, we say so rather than taking the engagement.
